ADMINISTRATION AND MANAGEMENT
Coordinated staff activities for various test development and
validation projects by evaluating project strategies, data collection
and job analysis requirements. Developed and implemented more
economical methods of compiling, computing, and presenting data
for classification, compensation, and attrition studies. Interviewed,
hired, and trained professional and technical employees. Evaluated
job performance and provided work force direction for a staff of
(14-37) employees.
RESEARCH/INFORMATION SYSTEMS
Developed proposals and procedures necessary for the preparation of
revised or new selection methods for all state job classifications.
Performed statistical analyses of job analysis and testing data
including correlation, regression, and factor analysis. Conducted
manpower forecasting studies affecting Title VI and Title VII employment,
and the effect of wage/salary rates on occupational preference. Collected
and assembled documentation evidence necessary for defense in EEOC and
Title VII litigation. Designed, documented, and served as systems
liaison for a variety of information systems projects, including State
Employee Information System, SEIS, rewrite, Applicant Information System,
AIS, Human Resource Management System, HRMS, Tennessee Employment
Application Monitoring System, TEAMS. Prepared components necessary
for the development and processing of computer programs including systems
analysis and data/information flow-charting. Designed and programmed
(Visual Basic 4.0) the State of Tennessee's computer administered
employment testing program, i.e., FxTest.
FISCAL MANAGEMENT
Prepared and monitored an annual 1.5 million dollar budget encompassing
statewide personnel programs, including employee performance evaluation,
applicant recruitment, test administration, and employee feedback.
TECHNICAL/ANALYTICAL WRITING
Prepared written instructional and procedural manuals for various personnel
program areas, personnel rules and regulations, etc. Published articles
in professional journals. Composed technical papers to be presented at
local, regional, and national conferences and seminars.
PERSONAL INTERACTION
Conducted oral presentations of personnel programs and technical studies
at state, territorial, and national professional conventions, conferences,
and meetings. Provided testimony in court proceeding at both state and
federal levels concerning state human resource practices. Acted as a
contracted consultant to other State and Federal agencies as well as
national professional organizations, i.e., State of Oklahoma, United

Coordinate State of Tennessee efforts to modify and implement NeoGov - Applicant Services Solution software into normal State Applicant Services business operations.
Define program enhancements and modifications, data conversion needs and processes, data interface needs and processes, report requirements, and workflow configuration.
Insure that the NeoGov solution provides an On-line employment application process with Web-based job search features. Insure that the solution is based on automated workflow processes and provides for web based computer-administered testing and approval for admission to testing.
Define enhancements necessary to meet the State’s requirements for calculating scores based on required examination components and overall score rescaling. Define and construct the various required applicant notification letters.
Insure the solution can provide agency-specific applicant lists with multiple complex rules for candidate eligibility determination.
Define and Develop employee, position, and job information Interfaces for transfer of data both to and from NeoGov and the State’s Peoplesoft HR services product.
Insure solution provides a means to capture and retrieve historical applicant and job information.
