There were a number of inhabitants of the area who signed a petitio 2 CONC n to the Penns asking for a road to be built from John Harris' ferry on the Susquehanna, whic 2 CONC h would later become tthe site of Harrisburg, through Cumberland County to an area not distin 2 CONC guished. Quite a number of early settlers signed it,including James and William, here spelle 2 CONC d Wekely as well as Robert Weakley's grandfather, Robert Rutherford. Robert Weakley registered 150 Acres of land on Bryant's Mill Creek, o 2 CONC n Oct 4, 1783. 2 CONT During the winter of 1783-84 Robert Weakley came to the Cumberland settlement, by way of Cumb 2 CONC erland Gap and the old Wilderness Road, through Kentucky. This was no easy journey for a fe 2 CONC w years earlier, in 1775, these comments were made in the journal of Wm. Calk: "Crossed Cumb 2 CONC erland Gap, get to cumberland River and mde camp. Monday, rained; crossed river and travele 2 CONC d 10 miles through turrabel cain brakes; came to Richland Cr., then to Loral (by SAW: Laure 2 CONC l) River and was surprised by a wolf, traveled through place called Brush and crossed Rockcas 2 CONC s (by SAW: Rockcastle) River, get to waters of Caintuck" (by SAW: Kentucky). He wa 2 CONC s a soldier in the Continental Line ,in Capt. Thomas Posey's company of Col. Daniel Morgan' 2 CONC s rifle regiment,seeing action at the battles of Alamance, Edgehill, and Guildford. He move 2 CONC d in 1785 to that part of North Carolina which later became the State of Tennessee and engage 2 CONC d in agricultural pursuits. He became a member ofthe North Carolina convention that ratifie 2 CONC d the Constitution of the United States in 1789. 2 CONT 2 CONT "Soon after his marriage in 1791, he started with his new bride (Jane Locke) for Tennessee, m 2 CONC aking the entire journey on horseback, the anima lwhich brought him and his wife to their ne 2 CONC w home, being with one dollarand a quarter in money, his sole capital. 2 CONT 2 CONT Locating in Davidson County, he worked with untiring energy and patience until he had save 2 CONC d a sufficient sum to warrant him buying land, his first purchase having been a small tract o 2 CONC f heavily timbered woodland. Very well educated for his time, he not only tilled the land, bu 2 CONC t as a civi lengineer surveyed much of the country round about, becoming a large landowner, a 2 CONC nd a leading agriculturist of the county. He likewise attained great prominence in public lif 2 CONC e, serving ably in the StateLegislature, and representing his district in the United States C 2 CONC ongress.He was a Democrat in politics, firmly supporting the principals of that party from th 2 CONC e time of casting his first presidential vote until his death, at the venerable age of 85 yea 2 CONC rs. 2 CONT 2 CONT He was a staunch Methodist in religion, and his wife was an equally faithful member of the Pr 2 CONC esbyterian church, to which he used to carry her on Sunday mornings when on his way to his ow 2 CONC n place of worship. On one Sunday morning, it is related, he said as he drove away from the P 2 CONC resbyterian church after leaving his wife, "That is the fiddle and dance church." The remar 2 CONC k having been brought forth by the fact that it was then the only church in Nashville that ha 2 CONC d instrumental music at its services." 2 CONT (Excerpt from "A History of Tennessee and Tennesseans") 2 CONT 2 CONT Colonel Weakley became a member of the first State house of representatives in 1796. He was e 2 CONC lected as a Republican to the Eleventh United States Congress representing the Nero Distric 2 CONC t and served from March 4, 1809 to March 3, 1811. He rode horseback with a body servant to Wa 2 CONC shington D.C. Following his term in Congress he was appointed UnitedStates commissioner to as 2 CONC sist in the development of a treaty with the Chickasaw Indians in 1819. From 1823 to 1824, We 2 CONC akley served as a member of the Tennessee State Senate and presided as President of the Senat 2 CONC e in 1823. In his later years, he served as a member of the State constitutional convention o 2 CONC f 1834. Colonel Robert Weakley died near Nashville on February 4, 1845. He is interred in th 2 CONC e family vault at"Lockeland," on his former estate in the suburbs of Nashville. 2 CONT 2 CONT During his time in Washington D.C. he ordered the beautiful set of china from Paris for his w 2 CONC ife. Pieces of which are still in the possession of his great-great-grandson Judge Litton Hic 2 CONC kman. 2 CONT 2 CONT A man of fiery temperament, he had his tender moments. At great expense he had his wife's che 2 CONC rished square piano brought over the mountains from North Carolina. For this sentimentality t 2 CONC he board of the local Methodist Church, of which he was a member, rose up in righteous indign 2 CONC ation saying that the piano was a "contraption of the devil". Either he would put the evil th 2 CONC ing out of his house or get out of the church himself. In an eloquent speech he informed hi 2 CONC s critics that he had been in the Methodist Church longer than they and that both he and hi 2 CONC s wife's piano would stay where they were. 2 CONT 2 CONT ABOUT WEAKLEY COUNTY: 2 CONT 2 CONT Sponsored by the Weakley County State Bicentennial Committee 2 CONT 2 CONT Weakley County is located on the Plateau Slope of West Tennessee. It is bounded on the nort 2 CONC h by the State of Kentucky, on the east by Henry County, on the south by Carroll and Gibson C 2 CONC ounties, and on the west by Obion County. The county is 26 miles from north to south, and 2 2 CONC 4 miles east to west. Presently, it covers an area of 576 square miles. There are four charte 2 CONC red cities in Weakley County. They are: Dresden, the county seat; Martin, the largest city i 2 CONC n the county; Greenfield and Gleason.There are also several small towns and communities in th 2 CONC e county. Theyare: Sharon, Latham, Dukedom, Mount Pelia, Ore Springs, Gardner, Palmersville 2 CONC , and Ralston. 2 CONT 2 CONT The cultural and social history of Weakley County began around ten to fifteen thousand year 2 CONC s ago (Paleo-Indian Period) when nomadic hunters gradually ventured into this area while foll 2 CONC owing herds of migrating animals. From the year 5,000 to 1,500 B.C. (Archaic Period) these no 2 CONC madic hunters began to permanently reside in the county as they evolved into more agricultura 2 CONC l based society. The Woodland Period from 1500 to 500B.C. brought forth many advances in cro 2 CONC p cultivation and the domestication of animals. The unique phenomenon of burial mounds bega 2 CONC n during this era and is evident in counties surrounding Weakley County.The early ancestors o 2 CONC f the Chickasaw 2 CONT Indians temporally resided in the county between 500 A.D. and 1700 A.D.and built temple mound 2 CONC s for ceremonies and worship. A few such mounds can be found within the boundaries of the cou 2 CONC nty. 2 CONT 2 CONT European exploration of the Americas led to land claims by Spain, France and England respecti 2 CONC vely. By 1663, most of West Tennessee fell under the jurisdiction of the English government 2 CONC , specifically the westernmost precinct of Albemarle County in the province of Carolina. Betw 2 CONC een 1693 and 1712 Carolina gradually split into North and South and West Tennessee came unde 2 CONC r the legal authority of North Carolina. In 1776 the North Carolina Constitution created th 2 CONC e Washington District which encompassed what presently is the State of Tennessee. Following t 2 CONC he American Revolution the Washington District was divided and West Tennessee became Green Co 2 CONC unty, North 2 CONT Carolina. On April 2, 1790 the Second Session Act ceded the lands "south of the River Ohio" t 2 CONC o the United States government. Six years later, on June 1, 1796, the State of Tennessee wa 2 CONC s officially established. 2 CONT 2 CONT The Chickasaw still held claims to the lands west of the Tennessee Rive runtil 1818, when Gen 2 CONC eral Andrew Jackson and Isaac Shelby purchased the land for $300,000. The relinquishment of t 2 CONC he Chickasaw claims to WesternTennessee and Kentucky later became known as the Jackson Purcha 2 CONC se. The following year the purchase area of Tennessee was divided into surveyo rdistricts. We 2 CONC akley County made up parts of the 12th and 13th districts.In 1821, the State Legislature pass 2 CONC ed an act to form and establish new counties west of the Tennessee River. 2 CONT 2 CONT On October 21, 1823, the 15th General Assembly of the State of Tennessee officially establish 2 CONC ed Weakley County (State Act creating WeakleyCounty). It was named in honor of Colonel Rober 2 CONC t Weakley, who was then the Speaker of the Tennessee State Senate. 2 CONT 2 CONT When the county was first organized in 1823 it was rectangular in shape and contained an are 2 CONC a of over 700 square miles. The southern boundary was altered in 1837 in a land exchange wit 2 CONC h Gibson County. This was done so that settlers living on the land adjacent to the south for 2 CONC k of the Obion River could get to a county seat without having to cross the unbridged stream 2 CONC . The western boundary was changed in 1870 when the Obion County seat was transferred from Tr 2 CONC oy to Union City. At that time the state law required the county seats to be near the cente 2 CONC r of the county, thus the north-eastward relocation of the Obion County seat called for the n 2 CONC orthwestern boundary of Weakley County to be changed. The last change in Weakley County was i 2 CONC n 1889 when J. W. Boyd and Company arranged for his business to be situated in Obion County i 2 CONC nstead of Weakley. With the political support of S. H. Hall and C. C. Adams in the State Legi 2 CONC slature the final boundary change was approved. (1836 Map of Weakley County) 2 CONT 2 CONT Prior to the organization of the county daring settlers migrated intothis unchartered land. T 2 CONC he first recorded settlers were Ruben Edmonston and John Bradshaw who both arrived in Weakle 2 CONC y County in the fall of 1819. They originally settled about six miles west of Dresden and aro 2 CONC und three miles south of Martin. Bradshaw would be the first settler to raise corn in the co 2 CONC unty. Other settlers would soon follow. One of the more famous settlers was David Crockett wh 2 CONC o arrived a year before the county was officially organized in 1822. He would build a log cab 2 CONC in in the southwestern part of the county along the South Fork of the Obion River.He and hi 2 CONC s family resided in this cabin until 2 CONT his ill fated trip to Texas in 1835. In 1837, the property once owned by the Crockett's was c 2 CONC eded during the restructuring of the county and now lies in Gibson County near Rutherford, Te 2 CONC nnessee. 2 CONT 2 CONT In the Antebellum era, Weakley County economically prospered and gradually progressed into th 2 CONC e industrial age. Mills to grind the harvested corn and wheat were the county's first localiz 2 CONC ed industries.Small community businesses and industries, such as blacksmiths, 2 CONT wheelwrights, tanners, tailors, shoemakers, etc., soon followed the growing number of settler 2 CONC s. By the 1850's, tobacco warehouses, cotton gins and other agriculturally based industries e 2 CONC volved and thrived. By the early 1850's, the citizens of the county sought a railroad connect 2 CONC ion to nearby Hickman and Obion Railroad which ran north to south through Union City toward H 2 CONC ickman, Kentucky. After some financial and politica lsetbacks the railroad was eventually com 2 CONC pleted in early 1861. Later that same year, with the United States at the brink of war, Weakl 2 CONC ey Countians voted against the secession of Tennessee from the Union. Their Unionist convicti 2 CONC ons were in vain as 2 CONT Tennessee followed other southern states in seeking independence. 2 CONT 2 CONT The Civil War had a devastating effect upon the population of Weakley County. The severing o 2 CONC f the county into two armed factions not only ripped apart individual communities but also em 2 CONC bittered families fo rgenerations to come. The majority of Weakley Countians seemed to have s 2 CONC upported the rebellion as about 1100 men volunteered for service in the Confederate militar 2 CONC y while around 400 men chose to fight for the Union .One of those Confederate soldiers was M 2 CONC artin Van Buren Oldham who fought with the 9th Tennessee Infantry from 1862 to 1864. 2 CONT 2 CONT The war hit home in early May of 1862, when a detachment of Union cavalry was surprised by tw 2 CONC o regiments of Confederate cavalry at Lockridge's Mil ljust north of Dresden. The Union force 2 CONC s were easily routed and driven northward into Kentucky. The county fell into a state of anar 2 CONC chy between 1863 until the conclusion of the war. Guerrilla bands and outlaws roamed the cou 2 CONC nty pillaging communities and destroying homes and farms. Like most communities in West Tenne 2 CONC ssee it would take decades to reconstruct the damage inflicted from the war. 2 CONT 2 CONT At present, Weakley County has a population of 31,972 (1990) and continues to have an agricul 2 CONC tural based economy with few industrial businesses. Around 40% of the county's population liv 2 CONC es in rural areas.The prevailing climate is temperate, with pronounced seasonal variations i 2 CONC n both temperature and precipitation. Snowfall is variable from year to year. Most winters ha 2 CONC ve little or no snow, but there are seasons when snowfall can accumulate up to 15 or 20 inche 2 CONC s. The average annual temperature is 62 degrees and the annual precipitation is around 50 inc 2 CONC hes. The people of Weakley County, much like the climate, are warm and hospitable. There on Looney Creek, Robert and Elizabeth raised their family, establishe 2 CONC d the first ferry crossing of the James River, built a mill, grew crops and raised livestock 2 CONC . Due to the constant conflict between France and England, as well as the threat of Indian a 2 CONC ttack, a fort was ordered built in 1755 around the Looney home site. This fort was named For 2 CONC t Looney and was at the junction of Looney Creek and the James River. This fort was part o 2 CONC f a series of forts ordered built along the frontier to protect settlers and to keep the Fren 2 CONC ch from claiming the territory. Fort Looney was visited in 1756 by Col. George Washington, fu 2 CONC ture first president of the United States. 2 CONT The Looney sons were frontiersmen and pioneers. Some fought and died with the British agains 2 CONC t the French and Indians. Some were killed by Indians during frequent frontier raids on sett 2 CONC lers while others helped to explore and expand the frontier boundaries first into southwester 2 CONC n Virginia and eventually into Tennessee Indian Territory. MacCord, Sr. 2 CONT 2 CONT The Lipes Site (44, S0.1) lies on the right (south) bank of the James River, just west of th 2 CONC e mouth of Looney Mill Creek, 15 miles west of the town of Buchanan, Virginia, and .4 miles e 2 CONC ast of the crossing of the James River by Interstate Highway 81. The site is about 25 feet a 2 CONC bove normal river stage and has rarely been flooded. Probably in prehistoric times, it did n 2 CONC ot flood at all. The site is owned by the Lipes family, to whom we are indebted for the priv 2 CONC ilege of making the present story of the site. We are also obligated to Mr. Stuart B. Carte 2 CONC r of Buchanan for bring the site to our attention, for helping make arrangements for the work 2 CONC , for help in the actual field-work, and for his hospitality to several of us during the tim 2 CONC e we worked at the site. 2 CONT 2 CONT The site has been known to the archaeological world for many years. A letter in the files o 2 CONC f the Valentine museum of Richmond, from a Mr. Charles L. Wilson, dated 9 July, 1903, report 2 CONC s the findings of burials on a point where Looney's Creek enters the James River. He report 2 CONC s that many burial's were found and not removed, and that the site yields pottery, axes, ect 2 CONC . The burials were found about 1892 when an ice house was excavated on the site. In additio 2 CONC n, many local collectors of Indian relics have found the site a productive place to search af 2 CONC ter each plowing. About 1966, Mr. Stuart Carter (with permission of Mrs. Lipes) tested a spo 2 CONC t near the river bank and found a deep refuse-filled pit, which he excavated. The material 2 CONC s found in this test are included in the analysis of the cultural materials found in the curr 2 CONC ent work. 2 CONT 2 CONT A farm road perpendicular to the river leads from the high ground south of the river valley t 2 CONC o the river bank at the western edge of the site. A corresponding road leads north from th 2 CONC e north bank of the river. The river between the two ends of the road is still and deep, an 2 CONC d here was the only suitable place for miles for ferrying across the river. The present far 2 CONC m roads are the survivors of the "Carolina Road" along which so many pioneers moved during th 2 CONC e mid-18th Century, and the ferry is the well-known Looney's Ferry. 2 CONT 2 CONT Because of the ideal topography of the site and its proximity to the road and ferry site, i 2 CONC t was almost inevitable that the site would have been settled at an early date. While the ea 2 CONC rliest history of the site is unknown, it is certain that on July 30, 1742, Mr. Robert Loone 2 CONC y patented the site. Presumably, he also kept a tavern for lodging and feeding the traveler 2 CONC s using his ferry and the Carolina Road. 2 CONT 2 CONT With the growing threat of Indian attacks in 1754-55, Looney was obliged to fortify his homes 2 CONC tead. He probably had enough men (he had 5 grown sons) at the tavern-ferry to run the fort f 2 CONC or routine guard duty, and he could count on neighbors and travelers to augment this force i 2 CONC f an attack came. The fort was already in existence in 1755 and was called Fort Looney. App 2 CONC arently the fort was never attacked, possibly because it was too strong. In 1758 the fort a 2 CONC t Looney's ferry was renamed Fort Faquier in honor of the newly arrived Governor of the Colon 2 CONC y. The subsequent history of the fort is uncertain. We know that Robert Looney died in 1769 2 CONC , and one son (Absalom) pioneered into Tazwell County (Stoner, 1962). Looney's house continu 2 CONC ed to stand, with additions and changes until about 1914, when it was torn down. A solitar 2 CONC y pear tree still stands as an indicator that the site was formerly a homestead. In addition 2 CONC , there are people in the neighborhood who can remember the house. The site is now a plowe 2 CONC d field, and such debris from more than 175 years of occupation still litters the ground.
